We are recruiting a Quantity Surveyor for a leading Social Housing Maintenance Contractor to work on their Planned Kitchens & Bathrooms Maintenance programme in Cheltenham for their Local Authority client.
Initially based in the Bristol office, you will then be required to work out of Cheltenham going forward.
Job Purpose
* To manage financial and contractual aspects of contracts including procurement, invoicing and payment to minimise costs, maximise value and cash flow and meet profit
* To complete measuring and calculating rates for estimating, and prepare competitive tenders
* To ensure all work issued has productivity targets to return agreed profit performance, in collaboration with the operational team
* To monitor contract commercial performance, ensuring prompt payment, collating control cost information and reconciling monthly cost and value
* To develop and maintain relationships with the operational team, customers, subcontractors and suppliers
* Use initiative to maximise opportunities and gain additional works for the business, within existing contracts
Key Accountabilities
* Measure and prepare successful cost estimates to win work
* Check contract/tender documents and highlight commercial risks
* Lead contract planning, communicating effectively with the operations team to achieve profit expectations
* Prepare cost value reconciliation for contracts, identifying and managing commercial risks accordingly, highlighting opportunities
* Sourcing and securing materials, plant and subcontracts in line with Business Management System and contract budgets
* Ensure productivity targets are agreed and issued before contract start, in line with cost value reconciliation
* Collaborate with Contract Manager on operational requirements, including customer, subcontractors and operatives on work and scoping queries
* Analyse and report variance to contract budget weekly
* Review and challenge weekly reporting from site has adequate cost information (including labour rates and performance exceptional to budget, value, progress) with proposed solutions
* Liaise with customer to authorise all variations before execution to ensure payment and invoices are unchallenged, ensuring to manage any challenges that arise
* Manage billing process to minimise commercial work in progress and build debt
* Maximise cash flow to achieve billing targets
* Check all contract costs are in line with value and make suitable accruals
* Produce monthly cost value reconciliations in line with Valuations Policy
* Update COINS and contract documents on time to provide an audit trail and answer queries and produce reports
