Summary of the role
As Estates Technical Services Advisor you will be responsible for contractual delivery plans across the Southwest region. You will be part of the Southwest Regional Leadership Team, as one of the SMEs, providing technical advice and support to the built estate team to ensure compliance with the Contract, management plans, Company Policies and building regulations, standards and other statutory requirements.
The ideal candidate
You will be qualified in a technical bias, this might be Mechanical, Electrical or Building and Civil Engineering, or have gained appropriate knowledge through a time served role
Knowledge of the building services and statutory regulations to including SFG20 standards, CDM, legionella and asbestos, electrical, DSEAR, Fire, Gas and Petroleum. It is expected that you will be more knowledgeable in some of these disciplines than others.
Health & Safety such as COSHH, manual handling, risk assessments and safe systems of work to IOSH Managing Safely level
IT skills to a competent level including using and interrogating asset management systems
Knowledge of project work and the practicalities of delivery
Main responsibilities
Review, update and submit plans for agreement and signature, these include the Asbestos Management Plan and the Legionella Management Plan.
Ensure these plans are delegated to regional delivery staff as required, and that clarity and competence, through coaching and training, is in place to ensure the highest levels of compliance.
To act as the focal point for the Utilities and Energy Management Bureau, liaising with Contract Support Office and contractors as required.
Oversee DSEAR management in the Southwest Region, including line management of a DSEAR Advisor and Administration Supervisor.
Be the AP coordinator for the Southwest and be responsible for ensuring that Authorised Persons (AP) cover is adequate across the region and that the delivery of these services are managed well.
Be the Regional focal point for guidance and advice on statutory compliance such as Building Regulations/Standards, Fire Safety, Equality Act, Planning and Environmental Guidance, Asbestos and Legionella.
Prepare for, and host authority and regulatory audits for Petroleum Inspections.
Conduct internal audits and assurance checks, supporting delivery teams with implementation of action plans and improvements. Drive best-practice and be a Regional champion for built estate continuous improvement initiatives.
Able to ensure appropriate quality standards are adhered to across functions
